PF & ESI Compliance Checklist for Bangalore Employers
A practical month-by-month checklist covering PF and ESI registration, contributions, returns and the mistakes that trigger notices.

Provident Fund (PF) and Employee State Insurance (ESI) are the two statutory schemes that touch almost every payroll in Bangalore. Most penalties we see are not about intent — they come from missed due dates, wrong wage bases and unreconciled employee data. Use this checklist to stay clean.
1. Know when each scheme applies
PF generally applies to establishments with 20 or more employees, and employers can opt in voluntarily below that. ESI generally applies to establishments with 10 or more employees where eligible workers earn up to the notified wage ceiling. Thresholds and ceilings are notified by the government from time to time, so always confirm the current figures before registering.
Tip: headcount for applicability usually includes contract workers engaged through contractors. Do not count only your direct payroll.
2. Register and enrol correctly
- Obtain the PF establishment code and ESI employer code on the respective portals.
- Generate and activate a UAN for each employee, and seed Aadhaar, PAN and bank details.
- Generate ESI insurance numbers (IP numbers) for eligible employees from their date of joining.
- Keep a signed declaration from every new joiner on previous PF membership.
3. Run the monthly cycle
- Compute PF on the applicable wage base, split between employee and employer shares, including the pension and administration components.
- Compute ESI on gross wages for eligible employees using the notified employee and employer rates.
- Upload the ECR and pay the PF challan, and pay ESI contributions, by the 15th of the following month.
- Reconcile the challan against payroll before filing — mismatches are the number one cause of notices.
4. Handle exits and transfers
- Mark date of exit on the portal promptly so the employee can transfer or withdraw.
- Do not leave exits unmarked for months; it blocks the employee's claim and attracts queries.
- For ESI, update exits and benefit periods so claims are not rejected.
5. Common mistakes to avoid
- Splitting salary into components only to reduce the PF base without understanding the wage definition.
- Missing contributions for contract or trainee staff who are covered.
- Not filing nil returns where required.
- Ignoring portal notices and email alerts.
